This portion of the meeting is a closed meeting under Section 92‑4 and sections 92‑5(2), (3) and (4), Hawaii Revised Statutes.

a.      Update/Discussion on Hawaii State Teachers Association contract and related Hawaii State Labor Board matters


b.      Consultation with the Deputy Attorney General on Board powers, duties, privileges, immunities and liabilities related to policy audit


c.      Discussion/Board action on the personnel appointment of the Assistant Superintendent of the Office of Human Resources


d.      Consultation with the Deputy Attorney General on Board powers, duties, privileges, immunities and liabilities

IV.               Public Testimony on Board of Education (Board) Agenda Items

Any interested person may submit data, views, or arguments in writing to the Board on any agenda item.  An individual or representative wishing to testify should register prior to the meeting.  Testimony must be related to an item that is on the agenda and such person shall be required to identify the agenda item to be addressed by the testimony. Each individual or representative of an organization is allotted two minutes, or an amount of time otherwise designated by the Chairperson, to provide testimony to the Board.

V.                 Reports/Announcements of Board Committees and Members

a.   Student Achievement Committee Report on the following: (1) College and Career Readiness Definition – Hawaii P20 Council; (2) Department of Education (Department) Complex Area Support Teams (CAST); (3) Department's Office of Instruction and Student Support’s name change to Office of College and Career Readiness; (4) Assessments for kindergarten to 12 grade; and (5) Student Achievement Committee upcoming meeting agendas

b.   Finance and Infrastructure Committee Report on the following: (1) federal sequestration, potential impacts and status of efforts to minimize impacts on Hawaii’s educational system; (2) legislative budget update; and (3) Goal 3 targets and related metrics contained in the Department and Board Strategic Plan

c.    Superintendent’s Report

d.    Hawaii State Student Council (HSSC) Report

VI.          Discussion Items

a.   Update on the status of the transition to the new charter school accountability law (Act 130, Session Laws of Hawaii 2012) from the charter school implementation and transition Coordinator, the National Association of Charter School Authorizers  

VII.        Recommendations for Action:

a.   Discussion/Board [Committee]  action on the recommendation for approval of members on the Hawaii State Adult and Community Education Advisory Council

b.   Discussion/Board action to amend the charter school Implementation and Transition Coordinator Contract (Act 131, Session Laws of Hawaii 2012)

c.   Discussion/Board action to approve subcontracts under the charter school Implementation and Transition Coordinator Contract (Act 131, Session Laws of Hawaii 2012)

VIII.           Adjournment

In an effort to reduce costs and increase public access to meeting materials, the Board of Education (BOE) will no longer be providing copies of materials for distribution.  Instead, at each meeting there will be two (2) folders of materials for public review and, effective immediately, materials can be viewed online at  For those unable to print, the BOE Office will make copies of such materials at a cost of $0.25 per sheet.

Persons requiring special assistance or services, such as a sign language interpreter, should call 586-3334 at least three business days before the meeting.
